STEPS TO REGISTER YOUR TEAM WITH USA SOCCER

USA is gearing up for the upcoming soccer season!  For a calendar of events and season dates, be sure to click on Calendar – All Future Events.

To be consistent with FYSA’s new registration software, GOT SOCCER, USA will be using GOT SOCCER, for all our game scheduling.  In order to begin registering teams, it is very important that the following steps are followed, in this order:

1)      Register your CLUB with GOT SOCCER, by clicking on the link https://www.gotsport.com/asp/application/league/?EventID=11123

2)      Have your Club’s FIELD SCHEDULER enter all your Club’s FIELDS in GOT SOCCER

                                                                               Facilities Set up

Part of the initial Got Soccer set up for each club is the identifying of soccer fields. The instructions are on page 31-36 of the Club Basic Manual, here is the link.
                                             http://www.gotsport.com/Content/directors/upimg/dir8934/newclubbasic.2.3.2010.pdf

If you are participating in a league that uses Got Soccer, or will offer your fields for tournaments which includes Region and State Cup, they will need this information for scheduling.

3)      Enter individual Team Applications, by clicking on the link https://www.gotsport.com/forms/app/?EventID=11123.

REMINDER/CLARIFICATION

When you log in to the team application, it will ask for a user id and password.  Each team will have it’s own login.  It should be the same user id and password that is selected when the team is created in the Club account, by the Club Registrar.  So, if a club is going to allow the coaches to complete the team application, they will need to provide this information, once they do the initial set up of the team in the Club account.

Remember, Senior Team Applications are due by July 7th, so be sure to allow enough time to complete these important steps.  Should you have any questions, please do not hesitate to contact me.

Many thanks to all the folks who step up and volunteer their time and energy to the game of soccer.   The USA Executive Board relies heavily on the individual Age Group Coordinators, who are the "go to" guys for the age group and help keep track of scores and standings. Any previous Age Goup Coordinators that are interested in volunteering again, please contact the appropriate VP’s and let them know.  If you are new and interested in volunteering, please contact them, as well.   Contact info is http://www.usa-soccer.org/ExecBoard.

PROPOSAL PASSES WITH AMENDMENT
allow home games in C5 on a case by case basis

AMENDED

Current Rule:

d) FIELDS: Clubs must have home fields and goals which comply with the sizes required by FYSA, or, if more restrictive, as set forth by the Executive Committee. USA reserves the right to inspect the home fields of any affiliate and, should a majority of the Executive Committee determine that said field(s) are unplayable or unsafe, require that affiliate to play all of its games as "away" games. The decision of the Executive Committee shall be final on this issue. Home fields for all affiliates must be located within FYSA Districts C-1, C-2, C-3, C-4 or C-6, except as follows: The Executive Committee may establish central sites at any location in Region C for league play for any Age Group or Division.

Proposed Rule:

d) FIELDS: Clubs must have home fields and goals which comply with the sizes required by FYSA, or, if more restrictive, as set forth by the Executive Committee. USA reserves the right to inspect the home fields of any affiliate and, should a majority of the Executive Committee determine that said field(s) are unplayable or unsafe, require that affiliate to play all of its games as "away" games. The decision of the Executive Committee shall be final on this issue. Home fields for all affiliates must be located within FYSA Districts C-1, C-2, C-3, C-4 or C-6, except as follows: The Executive Committee may establish central sites at any location in Region C for league play for any Age Group or Division and may also allow home games in C5 on a case by case basis.  U13 and above

Purpose: Allow the Executive Committee latitude in allowing C5 affiliates to have home games. Many of the age group divisions (other than D1) are already geographically determined, such as North/South or East/West. With the growth & development of soccer in C3, this rule change will allow the Executive Committee to make reasonable accommodations for C5 affiliates. The Executive Committee could also use central locations for certain games involving unusually long travel.

FAILS

104 DUTIES, RESPONSIBILITIES AND CONDUCT OF OFFICERS AND APPOINTEES

VICE PRESIDENT Academy Programs: The Vice President Academy Programs shall, in the absence of the President, the Vice President Senior Boys, the Vice President Girls,  and the Vice President Junior Boys, perform all duties of the President; shall act as the Academy Program Director and preside at all Academy Program meetings and, shall perform such other duties as may be assigned to him by the President, the Executive Committee, or the Board of Directors.

Purpose:  Provide leadership and consistency between the boys and girls U9 & U10 Academy Programs in USA League.

Background:  USA League has struggled over the past two years to clearly define its Academy Program and provide consistency between its boys and girls programs across both U9 & U10 age groups.  This issue has led to the subsequent creation of at least two new U9 & U10 Academy leagues that compete against USA’s Academy Program in the Tampa Bay area.  It is my hope and belief that all clubs will come back to USA if these issues are effectively addressed which I believe can be done by having a single person oversee the USA Academy Program to ensure consistency and provide leadership with input from member clubs.

WITHDRAWN

206 RULES of PLAY:

m. Academy Program - "Three (3) Goal Rule":  In the event the winning team goes up by three (3) goals or more during Academy play, the losing team may add a 7th player to the field of play until such time as the deficit is reduced to two goals at which time the extra player is removed from the field of play.

Purpose:  Improve player development and balance competitive play among Academy teams.

Background:  USA League creates Academy schedules based on Regional Play (rather than by skill level or ability) in order to minimize travel for families new to Competitive Soccer.  As a result, the AGC does not account for differences in the level of play between teams when creating the Academy schedule.  Consequently strong Academy teams (i.e. ones that will eventually play in the 1st Division) are inherently scheduled against weak Academy teams (i.e. one that will eventually play in the 3rd Division) during the course of the season leading to one-sided games that neither benefit the strong team or the weak team.  By adding the "Three (3) Goal Rule" to the Academy Rules, we not only balance the level of play between teams but we also improve player development by forcing the stronger team to play against an extra player while allowing the weaker team to improve by giving another player extra game time to improve their skills.  [It should also be noted that this rule is already being used by other Academy leagues nationwide including in Georgia, Arizona, Kentucky, Ohio and Texas to name a few.]

Senior game minimum
Not really any recommendations on rule changes, but would like to see at least 8-10 games in each Senior bracket instead of 5-7 games.

IMPLEMENTING A NEW "OLD" RULE

Meeting Attendance is very important!  This is where each Affliate member has an opportunity to have a "voice" in how the league is run.  Also, it is the best way for both Affliate and Associate Members,  to stay informed, as to changes and happenings within the league.  Again, this year, the USA Executive Board is going to be diligent in upholding the rule, with regard to meeting attendance.  Rule 201(e) is as follows:

Affliate Member - Voting Member, Must Attend All Monthly Meetings

Any Club Missing 3 or more meetings WILL NOT be allowed to vote at the AGM and may be subject to fines.

If at any time throughout the year, you need to check your attendance, please contact sheridoback@verizon.net.

JOAN JUDD GRANT RECIPIENTS SELECTED!

USA Soccer is proud to announce that 37 eligible High School Seniors were selected, to receive a $750.00 Joan Judd Grant award this year!   This is a tremendous accomplishment and one that the USA Executive Board, is proud to be a part of!  For more information on how USA Soccer gives back click on Scholarships and Grants.

GAME CHECK-IN PROCEDURE

There have been many questions and some confusion about Game Check-In.  Please see below as a reminder of the proper protocol.

USA League required credentials –

USA League rules state that player passes and FYSA Rosters must be used for all teams and all players in order to participate in USA League games. The rule states: “No Pass – No Play”, no exceptions. Also, ALL players must be listed on the FYSA Roster and/or guest player forms.  This rule also applies to 9 and 10 year olds.

Keep in mind the following:
1)      If “Recreational” guest players from your club are used, they must still have an FYSA Player Pass (with photo, signed and laminated). For “rec” players you plan on using as guest players, who do not already have a Player Pass – you must obtain one from your club registrar. Some Rec leagues, or in house rec programs do not require player passes – but they are easily obtained. Your registrar can simply print out a pass online. There is no additional charge from FYSA for this. FYSA “Temporary” (or unverified) player passes are allowed – they do not have to be USYS “Verified” passes.
2)      Guest players – if you are using guest players, you must have player passes for them, as well as either: Option A – Proper FYSA guest player forms, attached to your regular FYSA team roster, or Option B: FYSA generated Event Roster including all regular players plus guest players on one form. Either of these is available from your club’s registrar, which they can obtain very easily from the FYSA website.
3)      Academy rosters may have unlimited roster numbers – and players not participating in a game are “crossed off” the FYSA roster for game time, or use an FYSA event roster.
4)      Players without player passes can NOT participate per USA current rules. Handwritten rosters, or similar, are not allowed – ONLY the Official FYSA documents listed are allowed (FYSA Official Roster, FYSA Guest Player Forms, FYSA Event Roster). Failure to provide the proper paperwork prior to the game may result in players not being allowed to participate, and/or teams not being allowed to play (resulting in a forfeit).
5)      Also – if using guest players, MAKE SURE YOU ARE IN COMPLIANCE WITH USA LEAGUE RULES! Failure to follow the proper guest player rules may result in game results being overturned.

Finally, remember that all the rules above are those voted on by the USA affiliates (which includes all clubs within the league). The members decided on these rules over the years as requirements for play within our league. These rules were put in place by YOUR representatives, not the USA Board – we simply enforce the rules that you give us.
