The AGM was well attended and there was much discussion with regard to the rule changes. The results of voting, are indicated below.
Modify Rule 101(d). Purpose: To allow C-5 clubs to have home games at their fields.
Proposed:
Rule 101(d) FIELDS: Clubs must have home fields and goals which comply with the
sizes required by FYSA, or, if more restrictive, as set forth by the Executive
Committee. USA reserves the right to inspect the home fields of any affiliate and,
should a majority of the Executive Committee determine that said field(s) are
unplayable or unsafe, require that affiliate to play all of its games as "away" games. The
decision of the Executive Committee shall be final on this issue. Home fields for all
affiliates must be located within FYSA Districts C-1, C-2, C-3, C-4, C-5 or C-6, except
as follows: The Executive Committee may establish central sites at any location in
Region C for league play for any Age Group or Division.

Modify Rule 204(a)(5)(b). Purpose: To allow CDL registered players to guest play onto
USA teams for USA league games starting Aug. 2009 for Div. 1 teams in USA with a
maximum of 3 allowed per game. The player would simply need to present a valid
FYSA pass, be age eligible and follow applicable USA game guest player rules.
Proposed:
204(a)(5)(b) A guest player may guest play from any team in a Club, in which the
player is a recreational (such as GYSA or TARSA), CDL League team player or USA
League team player, to another team in a Club as set forth in specific criteria adopted
by the Board of Directors and posted on the website.
This proposal is based in the majority consensus of the DOC’s at the recent USA DOC
meeting on March 29th.

Modify Rule 204(a)(5)(c). Purpose: to stop use of “guest player” forms; to allow use of
hand-written additions to event roster rather than requiring entirely pre-printed
roster.
Proposed:
204(a)(5)(c). Any guest player must be written on the teams roster with player pass
number, date of birth, primary team code and delivered with player passes at check-in
to the referee. Guest player forms are not necessary.

Return to competitive format for U9 & U10 age groups. Purpose: USA is a competitive
league and will offer competitive soccer for U9 & U10 age groups for those teams
wishing to compete in that format.
Proposed:
For those teams wishing a competitive format, Under 9 and 10 Age Group (Boys and
Girls) shall be divided into Divisions, with the number set by the Executive Committee
after determining the number of teams registered. Each Division shall be divided into
groups of an equal number of teams, to the extent practicable, with emphasis of 8
teams in each Division. Emphasis will be placed on geographic groupings, while
attempting to maintain fair and balanced competition.
The Under 9 & U10 Divisions will be agreed upon at the Annual Coaches Meeting and
recommended by the AGC to the Executive Committee. In the event the coaches can’t
agree, then the AGC will recommend Divisional Placement to the Executive
Committee. In the event no challenges are received by the Executive Committee, the
recommendation of the AGC shall stand. In the event of a challenge, The Executive
Committee shall make a decision at its next regular or special meeting. Any team that
fails to attend the Annual Coaches Meeting shall forfeit the right to challenge the
recommendation of the AGC.

Each club will determine, based on the total numbers of U-9, U-10 and U-11 players registered, the number of team slots they will register with the league. There may be no more than 12 players per team slot, and no fewer than 6 players per team slot, registered. The League will form schedules for U-9, U-10 and U-11 age groups based on the number of teams/team slots requested by all affiliates. Games for U-9, U-10 and U-11 teams will use an FYSA event roster with the players for that game identified, as well as appropriate player passes for each player. The event roster for each game must contain between 6 and 12 players.
