   Petition to the Executive Committee: A petition to the Executive Committee for inclusion in a Round Robin Seeding tournament or for the right to challenge as a New Team shall be made in writing or by e-mail no later than June 30th prior to the season for the Senior Age Groups and July 31st prior to the season for the Junior Age Groups. The petition shall include the name of the team, the name of the club, the name of the coach, the rule under which the team is applying and the qualifications, if required.

IMPLEMENTING A NEW "OLD" RULE

     Meeting Attendance is very important!  This is where each Affliate member has an opportunity to have a "voice" in how the league is run.  Also, it is the best way for both Affliate and Associate Members,  to stay informed, as to changes and happenings within the league.  Therefore, this year, the USA Executive Board is going to be more diligent in upholding the rule, with regard to meeting attendance.  Rule 201(e) is as follows:

                      Affliate Member - Voting Member, Must Attend All Monthly Meetings

      Any Club Missing 3 or more meetings WILL NOT be allowed to vote at the AGM and may be subject to fines.

     Because USA does recognize that everyone is busy and has other commitments, we will try to help out, by sending out a reminder email to any club that has missed two meetings.  However, it remains your responsibility to know what is going on in the league and to attend.  We look forward to seeing you there!

Vote Needed - 2009-10 Budget

     Click here for the USA Proposed Budget for 2009-10.  Please take some time to review it carefully.  Per USA bylaws, it will be posted until the July meeting, at which time it will be voted on.  If you have any questions, contact USA Treasurer, Jenna Tortorelli.

Club Affliate/Associate Forms Due Now!

     As USA looks forward to the start of the 09-10 season, the first order of business is the submission of the Club Affliate/Associate form.  No club will be allowed to register their teams, until this form has been turned in. Click on the link to the left, to download the form - be sure to fill out all information asked for - this is the best way for USA to communicate with you - and fax or mail in to Sheri Doback, Exec. Coordinator.  (see instructions for details) 

Fees Set for 09-10 Season

          The USA Executive board met recently and set the fees for the upcoming season. We are happy to announce that the fees for U11’s-U18’s will be $250.00 per team.  (same as last year).  Better yet, Academy teams (U9’s and U10’s) will pay $175.00 per team and any additional teams from the same club, within that age group will be $100.00.  This is a significant savings from previous years. USA recognizes the current state of the economy and is committed to making sure that our youth have the opportunity to play, the sport we all love!

Rule Change Proposals for 2009-2010 Season
The AGM was well attended and there was much discussion with regard to the rule changes.  The results of voting, are indicated below.
Modify Rule 101(d). Purpose: To allow C-5 clubs to have home games at their fields.         

Proposed:

Rule 101(d) FIELDS: Clubs must have home fields and goals which comply with the
sizes required by FYSA, or, if more restrictive, as set forth by the Executive
Committee. USA reserves the right to inspect the home fields of any affiliate and,
should a majority of the Executive Committee determine that said field(s) are
unplayable or unsafe, require that affiliate to play all of its games as "away" games. The
decision of the Executive Committee shall be final on this issue. Home fields for all
affiliates must be located within FYSA Districts C-1, C-2, C-3, C-4, C-5 or C-6, except
as follows: The Executive Committee may establish central sites at any location in
Region C for league play for any Age Group or Division.

Modify Rule 204(a)(5)(b). Purpose: To allow CDL registered players to guest play onto
USA teams for USA league games starting Aug. 2009 for Div. 1 teams in USA with a
maximum of 3 allowed per game. The player would simply need to present a valid
FYSA pass, be age eligible and follow applicable USA game guest player rules.

Proposed:

204(a)(5)(b) A guest player may guest play from any team in a Club, in which the
player is a recreational (such as GYSA or TARSA), CDL League team player or USA
League team player, to another team in a Club as set forth in specific criteria adopted
by the Board of Directors and posted on the website.

This proposal is based in the majority consensus of the DOC’s at the recent USA DOC
meeting on March 29th.

Modify Rule 204(a)(5)(c). Purpose: to stop use of “guest player” forms; to allow use of
hand-written additions to event roster rather than requiring entirely pre-printed
roster.

Proposed:

204(a)(5)(c). Any guest player must be written on the teams roster with player pass
number, date of birth, primary team code and delivered with player passes at check-in
to the referee. Guest player forms are not necessary.

Modification of Rule 204(a)(4) & (5). Purpose: Eliminate restrictions on guest players
within a club desiring to guest on another team within that same club.
Proposed:
Rule 204(a)(4) is rescinded.
 
Rule 204 (a)(5)(b) is rescinded.
Rule 204(a)5(b) is replaced by “A guest player who is registered to a team within the
club can guest play for an age appropriate USA team within the same club in league
play.

Rule 204(a)(5)(c) is rescinded.

Return to competitive format for U9 & U10 age groups. Purpose: USA is a competitive
league and will offer competitive soccer for U9 & U10 age groups for those teams
wishing to compete in that format.

Proposed:
For those teams wishing a competitive format, Under 9 and 10 Age Group (Boys and
Girls) shall be divided into Divisions, with the number set by the Executive Committee
after determining the number of teams registered. Each Division shall be divided into
groups of an equal number of teams, to the extent practicable, with emphasis of 8
teams in each Division. Emphasis will be placed on geographic groupings, while
attempting to maintain fair and balanced competition.

The Under 9 & U10 Divisions will be agreed upon at the Annual Coaches Meeting and
recommended by the AGC to the Executive Committee. In the event the coaches can’t
agree, then the AGC will recommend Divisional Placement to the Executive
Committee. In the event no challenges are received by the Executive Committee, the
recommendation of the AGC shall stand. In the event of a challenge, The Executive
Committee shall make a decision at its next regular or special meeting. Any team that
fails to attend the Annual Coaches Meeting shall forfeit the right to challenge the
recommendation of the AGC.

Proposed:

The Under 9,  Under 10  and Under 11 age groups will play in an Academy Format, with all players at the same club registered to 1 team code. Each club will determine, based on the total numbers of U-9,  U-10 and U-11 players registered, the number of team slots they will register with the league. There may be no more than 12 players per team slot, and no fewer than 6 players per team slot, registered. The League will form schedules for U-9, U-10 and U-11 age groups based on the number of teams/team slots requested by all affiliates. Games for U-9,  U-10 and U-11 teams will use an FYSA event roster with the players for that game identified, as well as appropriate player passes for each player. The event roster for each game must contain between 6 and 12 players.

Modify Current Rule: Clubs must assign referees for U9 & U10 Academy Game

Purpose:  The Assignor should use these games to mentor referees & Coaches in accordance with Fifa Laws of the Game.

Proposed Rule Change: There should be only one assignor from USA who assigns U9 & U10 Games.

USA Board Members Re-elected

     Officers re-elected for another 2 year term  at the AGM were Frank Villaizan, President;

David Oras, VP of Senior Boys and Doug Polk, Secretary

PLANNING AHEAD

Many of you may be aware, but FYSA is recommending that U12’s and under, play using a smaller goal size. The recommended size is approx. 6x18, as opposed to 7x21. Effective beginning the 2009-2010 Junior Season, the USA board has decided to require that all fields provide the 6x18 goal. Club Directors need to be aware of this and plan for next season. Any clubs in need of financial assistance, for resizing their current goals, contact a USA board member. For those clubs demonstrating need, USA may be able to help out. (This offer will only be in effect for the upcoming season) Don’t wait until the last minute! Make plans today, to bring your goals into compliance.

Any clubs that wish to apply for financial assistance must provide the following information/proposal to any USA board member or sheridoback@verizon.net                 

1)  # of goals to be resized  (current # of 7x21 goals used at your club)

2) Estimate or cost of repair

3) Written explanation as to why the club is requesting financial assistance

 

2008-2009 SEASON DRAWS TO A CLOSE

     The USA league would like to congratulate all  teams for another successful  Season.  On behalf of the USA Executive board, thanks to all the volunteers who helped make it happen.  Without everyone’s participation, our youth would not have the opportunity to play the game we all love!
